GLOBAL AGENDA

WORLD
WHAT IT IS
IN HIS annual state of the union address to Congress tomorrow, President George W. Bush will take up challenges facing the United States.
Mr Bush is expected to strike a conciliatory tone on some domestic issues where he believes he can work with the first Democrat-controlled Congress in 12 years. On international issues, Iraq and the Middle East will take centre stage.
WHY IT MATTERS
The State of the Union address will give Mr Bush a last chance to carve out his legacy as he shapes America’s legislative agenda in the last years of his presidency.
He will get another opportunity to defend his Iraq strategy to a country opposed to the war.
